What is the Industry Growth Program (IGP)?

The Industry Growth Program (IGP) is built around a simple idea:

prove the commercial case first, then fund the best projects.

You start with the IGP Advisory Service, where an adviser tests your business model, IP, go-to-market plan, and the risks that could derail delivery. If your project is assessed as competitive, you can then apply for matched funding under Early-Stage Commercialisation or Commercialisation & Growth.

Who is the Industry Growth Program (IGP) for?

The Industry Growth Program (IGP) suits Australian SMEs developing something that lifts national capability in a National Reconstruction Fund (NRF) priority area. The priority areas are

  • resources value-add
  • agriculture, forestry and fisheries value-add
  • transport
  • medical science
  • renewables and low emissions
  • defence capability
  • enabling capabilities

To be eligible, you’ll usually need to be Australian-incorporated, GST-registered, and under $20m turnover in each of the last three years. It’s generally not for individuals, or projects that are mainly “business-as-usual” upgrades.

What’s eligible under the Industry Growth Program (IGP)?

Projects that move you along the commercialisation curve, such as

  • Early-Stage Commercialisation – feasibility, proof of concept, early prototypes, and small-scale testing (including simulated environments)
  • Commercialisation & Growth – prototyping to market readiness, pilots or low-rate production, regulatory or quality systems, first customers, and scaling plans

Projects that are mainly “business-as-usual”, minor iterations, internal-only upgrades, or pure sales and marketing spend once you’ve already proven meaningful sales.

Quick examples of what tends to win

  • Medtech (TRL 5–7) – clinical-grade prototype validation, pilot with a hospital partner, TGA pathway planning, quality system setup
  • Advanced manufacturing (TRL 6–8) – low-rate production line, QA systems, supplier qualification, export-readiness testing
  • Clean energy (TRL 6–9) – field pilots with an industry partner, certification, performance data to prove cost-down at scale

How much funding can you get under the Industry Growth Program (IGP)?

The IGP offers matched funding across two streams, and the amount you can access depends on where you are on the commercialisation path.

  • Early-Stage Commercialisation – $50k to $250k, usually 50% matched, minimum eligible spend of $100k, up to 10% in-kind may be accepted, typically 6 to 24 months.
  • Commercialisation & Growth – $100k to $5m, usually 50% matched, minimum eligible spend of $200k, cash co-contribution only, typically 12 to 24 months.

A simple way to think about co-funding is that an $800k project often looks like $400k grant plus $400k cash from you. In many cases, other government funding can’t be counted as your cash match.

How to apply for the Industry Growth Program (IGP)

Applying for the IGP is usually a two-step pathway. You start with the Advisory Service, then (if you’re invited) you apply for matched funding.

  1. IGP Advisory Service (open anytime) – Apply online. If you’re eligible, you’ll be assigned an adviser and you’ll receive a Commercialisation & Growth report.
  2. Grant application (invite only) – Use your report to choose Early-Stage Commercialisation or Commercialisation & Growth, then submit. Assessment is rolling and merit-based.

Pro tip
Have a short “runway plan” ready – cash position, milestones, key risks, and any partners or customers you can name. It makes the advisory step much faster.

Mistakes to Avoid

Before you sink hours into an application, here are the ten traps we see most often — and how to sidestep them.

  1. Business-as-usual dressed as innovation — If it’s an efficiency tidy-up, it won’t score. Show a step-change and tie it clearly to an NRF priority. Spell out the capability you’re adding to Australian industry.
  2. Wrong stream / TRL mismatch — Early-Stage = proof and early prototypes. Commercialisation & Growth = pilots, first customers, scaling. State your current TRL and target TRL so assessors don’t have to guess.
  3.  Starting work too early — Signing a contract or kicking off before the funding agreement makes those costs ineligible. Line up the work; don’t start it.
  4. Shaky co-funding — It’s 50/50 cash. Show banked funds or a facility and include the accountant letter. Don’t plan to use other government grants for your share.
  5. Hand-wavy market path — TAM slides don’t convert. Name channels, pilots, and actual customers with timelines. Show how leads become revenue.
  6. Weak additionality — Explain the “with vs without” case. What gets brought forward, de-risked or scaled because of IGP? Be explicit.
  7. Unclear IP and control — If uni IP, licences or background IP are involved, show who owns what, who can commercialise, and any freedom-to-operate work done.
  8. Partner proof missing — Verbal support doesn’t count. Get signed letters that state roles, resources and dates. Put partners into your milestones.
  9. Budget that doesn’t track to milestones — Every dollar should land on a milestone with an owner and date. Keep overseas spend to what’s unavoidable and justify it. Avoid “full plant” capex at this stage; focus on pilot/low-rate production.
  10. Risk, regs and polish — Call out technical, market, supply, regulatory and cyber/security risks with concrete mitigations. Then submit clean: plain language, no orphan acronyms, word limits observed, each criterion answered directly.

How to Nail the Advisory Service (Stage 1)

  1. Problem — one line that names who hurts, how much, and why it matters.
    e.g., “Food processors lose ~8% yield to downtime; our control system cuts it ~30%.”
  2. Proof so far — 3–4 sentences on what exists, where it ran, and the result (with a metric).
    “Prototype ran 200 hours in a live plant; OEE improved 7.4%.”
  3. TRL now → target — say today’s TRL and what the next pilot gets you to, with timing.
    “Currently TRL 5; a 6-month pilot gets us to TRL 7.”
  4. NRF fit — name the exact NRF priority and the Australian capability you lift (sovereign supply, skills, local content).
    “Renewables & low emissions — we localise grid-edge optimisation and reduce import reliance.”
  5. Customers & path — name segments, a couple of real logos/letters, and your channel strategy.
    “Two LOIs (Company A, B). Direct for first 10 sites, then distributor/OEM.”
  6. Team & gaps — who runs delivery, what you’ll add, when you’ll add it (name people, not just roles).
    “Delivery lead: Sarah (Ops). Contract QA specialist in Q2.”
  7. Risks & mitigations — one-liners with an owner and the fix.
    “Supply risk — dual-source by Month 4 (Owner: Ops). Certification risk — pre-assessment booked (Owner: QA).”
  8. What you want from the Adviser — the specific help that unblocks you (pilot design, QA/regs, pricing, scale-up).
    “We want help to design the 6-site pilot, lock the pricing model, and map ISO 13485.”
  9. Co-funding reality — confirm you can match later (cash/facility); keep it to one sentence.
    “50/50 cash match covered via facility X and retained earnings.”
  10. Attachments that matter — one-page snapshot, short CVs, LOIs/MOUs, tiny risk register, and a budget↔milestone map.
    Keep it light; they’re scanning for readiness, not a thesis.

How to Answer the Merit Criteria (Grant Stage)

  1. Alignment with IGP & NRF — name the NRF area, the capability uplift here in Australia, and why now/why you.
    “Medical science: localise sterile device assembly (ISO 13485). +12 FTEs, 70% local content, import lead times 18→3 weeks.”
  2. Capability & delivery — show you can execute with a milestones mini-table (date, owner, output, success metric) and name facilities/partners you control.
    “Milestone 2 (Owner: Ops): low-rate production 1,000 units/month by Month 8; evidence = batch records, QA ≥98%.”
  3. Market opportunity & pathway — skip TAM; talk named demand, pipeline by stage, channel plan and unit economics.
    “Ten-site pipeline (3 LOIs, 2 pilots booked). Price $4,900; COGS $2,350; GM 52% at scale.”
  4. Benefits of the grant (additionality) — write the with-vs-without story; quantify time brought forward, scale unlocked, and jobs/capital/exports.
    “Without IGP, TRL 7 slips 12 months. With IGP, pilot line live in 6 months; +14 FTEs; $6.4m order book unlocked.”
  5. Budget ↔ milestones — map every dollar to a milestone, owner and evidence. Justify any overseas spend; avoid “full plant” capex — focus on pilot/low-rate capability.
    If we can’t trace a line item to a milestone, it won’t score well.
  6. IP & freedom to operate — who owns background vs project IP, licence terms, FTO search/opinion; if uni IP, summarise the deed/option and commercial rights.
    Clarity here de-risks the whole application.
  7. Risk & regulatory — call out technical, market, supply, regulatory and cyber/security risks with named owners and mitigations; outline TGA/CE, grid/safety or export controls with timing where relevant.
    Don’t bury it — this is where mature projects stand out.
  8. Partners that count — letters should state role, resources, dates, why you, and post-pilot intent; then tie those commitments into your milestones (not just the appendix).
    Verbal support doesn’t score.
  9. Benefits & metrics — the numbers a panel actually wants: FTEs by year, skills uplift, private capital leveraged, export share, unit economics at scale, local content, emissions where relevant.
    Make them measurable and time-bound.
  10. Tone & format — lead each answer with a result sentence, then 2–3 short lines; use bold micro-headings (e.g., Problem, Evidence, Milestone, Owner); name people; cut adjectives, keep numbers.
    Readable beats clever — every time.
