What is High Emitting Industries Funding NSW
The High Emitting Industries (HEI) Funding Program is a significant opportunity for manufacturing and mining facilities in NSW to take meaningful steps toward reducing emissions. With $305 million in funding available, this program supports NSW’s shift to a low-carbon economy, aligning with the state’s Net Zero by 2050 goals.
What Is the Program About?
The HEI program is designed to help high emitting facilities:
- Implement proven low-emissions technologies and infrastructure.
- Develop and deploy decarbonisation projects, from feasibility studies through to commissioning.
It’s part of the Net Zero Industry and Innovation Program (NZIIP), which supports emissions reductions while ensuring industries thrive in a low-carbon economy.
Who Is Eligible?
To qualify, applicants must:
- Be a high-emitting manufacturing or mining facility in NSW (emitting over 0.09 MtCO2e annually).
- Have an ABN and be an incorporated Australian entity.
- Hold required insurances (e.g., public liability, workers compensation).
- Comply with workplace health and safety laws.
- Be solvent.
What Can the Funding Be Used For?
Pre-deployment Projects
These projects explore emissions reduction opportunities and include:
- Late-stage feasibility studies.
- Commercial trials.
- Business case development.
- Front-end engineering and design.
Deployment Projects
These are ready-to-implement, proven decarbonisation opportunities that focus on reducing scope 1 emissions.
Funding Contributions
Applicants must co-fund at least 50% of eligible project costs. Higher contributions are preferred.
How to Apply
The application process has two stages:
Stage 1: Fast-track Assessment
- Submit a high-level application outlining your project.
- Receive feedback from a technical review committee to refine your proposal.
Stage 2: Full Application
- Submit a detailed proposal addressing eligibility and merit criteria.
Applications are open now through the SmartyGrants platform. Detailed funding guidelines, FAQs, and support are available to guide applicants.
Why This Matters
High emitting industries account for 30% of NSW’s emissions. By transitioning to low-emissions technologies, these sectors can significantly contribute to achieving Net Zero targets while building resilience and creating new opportunities in a low-carbon economy.
Timing
- Application is Ongoing
- Applications close: Tuesday, 31 December 2024
- Fast-track assessments: Ongoing during the application period
- Full applications: Submit after receiving Stage 1 feedback
