What is the Regional Collections Access Program?

The Regional Collections Access Program is a grant opportunity to support museums and galleries in regional Victoria (and interface shires) to undertake equipment and infrastructure upgrades.

 

Background

The Victorian Government’s Regional Collections Access Program (RCAP) provides support for equipment and infrastructure upgrades and specialist expertise at regional Victorian museums and galleries (including eligible interface LGAs), to increase their ability to attract and present high quality exhibitions and works.

Regional Collections Access Program will enable the loaning and touring of collection items from local, state, national and international institutions. This will help regional galleries and museums to attract more visitors and access more art and cultural collections.

 

Objectives

The Regional Collections Access Program objectives are to: 

  • Safeguard Collections: support the enhancement of cultural facilities to undertake upgrades through maintenance and small capital works to safeguard collections;
  • Exhibit Collections: support eligible facilities to undertake upgrades and capital works that will allow it to exhibit collections of Local, State, National or International
    significance, resulting in increased tourism and economic stimulus to a facility and region; and,
  • Enable Access: enable more visitors to access more Victorian collections in more locations.

 

Funding

hree tiers of funding are available through the Regional Collections Access Program:

  • Tier 1: Grants of up to $40,000 are available to support equipment purchase and installation and project management/specialist expertise to facilitate project outcomes;
  • Tier 2: Grants of up to $150,000 are available to support small-medium scale capital and/or maintenance works including equipment purchase and project management/consultants/specialist expertise to facilitate project outcomes.
  • Tier 3: Grant of $150,000+ are available for medium-large scale capital and/or maintenance works including equipment purchase and project management/consultants/specialist expertise to facilitate project outcomes.

 

Eligible Projects

Tier One Eligible Projects:

  • Equipment purchase and installation
  • Project management / specialist expertise in support of project outcomes

Tier Two Eligible Projects:

  • Small-medium scale capital and/or maintenance works including equipment purchase
  • First People’s cultural spaces
  • Cultural spaces
  • Project management / consultants / specialist expertise in support of project outcomes

Tier Three Eligible Projects:

  • Medium-large scale capital and/or maintenance works including equipment purchase
  • First People’s cultural spaces
  • Cultural spaces
  • Project management / consultants / specialist expertise in support of project outcomes

 

Eligible Applicants

The Regional Collections Access Program accepts applications from members of AMaGA Victoria, PGAV or Royal Historical Society of Victoria (RHSV) who are based in one of the 48 Local Government Areas classified as ‘regional’ by the Victorian Government or one of the following 10 Interface LGAs:

  • Cardinia Shire Council
  • Casey City Council
  • Hume City Council
  • Melton Shire Council
  • Mitchell Shire Council
  • Mornington Peninsula Shire
  • Nillumbik Shire Council
  • Whittlesea City Council
  • Wyndham City Council
  • Yarra Ranges Council

Applicants must be members of AMaGA Victoria, PGAV or Royal Historical Society of Victoria (RHSV). If you are not currently a member you can contact the organisations to become a member prior to the closing date of the program.

Victorians will have the chance to see more touring collections and significant artworks in destinations across the state, thanks to the Andrews Labor Government’s investment in infrastructure upgrades for regional galleries.

Grants provided through the Regional Collections Access Program (RCAP)will enable galleries and museums to increase their capacity, provide better care for coveted works and attract more visitors.  

RCAP offers support for a range of projects, including up to $40,000 for the purchase and installation of equipment, up to $150,000 for small to medium capital or maintenance works and more than $150,000 for larger scale projects.

Applications are also encouraged for museums and galleries seeking culturally appropriate collections facilities, including First Peoples cultural spaces.

RCAP is administered through Regional Arts Victoria in partnership with Creative Victoria, Australian Museums and Galleries Association Victoria, Public Galleries Association of Victoria and the National Gallery of Victoria.

The program also includes the outer-urban councils of Cardinia Shire, Casey, Hume, Melton Shire, Mitchell Shire, Mornington Peninsula Shire, Nillumbik Shire, Whittlesea, Wyndham and Yarra Ranges.

One of several initiatives being delivered across regional Victoria, the program represents part of a $34.7 million regional infrastructure package, announced in the Victorian Budget2020/21.

The program will open for applications at 12pm tomorrow and close in February 2022.
